The
Division comprises of 4 major parts, the Teachers-in-Charge, the Divisional Officers, the
Non-Commissioned Officers (NCOs) and the cadets. The Teachers-in-Charge
are appointed by the school administration and they serve as advisers, as a watchdog body
for the Division and as a link between the Division and the school administration. The
Teachers-in-charge are essential in the running of the Division and check any reckless
running of the Division by the NCOs or the Divisional Officers. The Teachers-in-Charge are
regarded as advisers to both the NCOs and Divisional Officers and thus they must make
decisions in close consultation with the NCOs and Divisional Officers.
All personnel obtaining the rank of Divisional Officer Grade VI or higher and attached to
the Division are known as the office of the Divisional Officers. They
serve as the link between the Headquarters and the Division. The officers are essential in
the running of the Division and they are respected for their technical knowledge of First
Aid, Footdrill and the running of the Division. With this understanding of the Brigade,
the Officers are entrusted to better the Division, check any reckless running of the
Division and protect the interest of the Division in the National St. John Headquarters.
Non-Commissioned Officer (NCO) is a title given to a member of the
Brigade when he is promoted to be involved in the running of the Division and by virtue of
the title, he is more senior in the Division than cadets even though he is holding a lower
rank than a cadet. NCOs are the actual people running the Division. They are entrusted
with the responsibility to better themselves and the Division. They are to serve as a link
between the cadets and the Teachers-in-Charge and Divisional Officers. The NCOs are
appointed by the Divisional Officers and Teachers-in-Charge with the advice from the
previous batch of NCOs. All NCOs are required to defend the Division and act in the
interest of the Division and serve without fear, favour or prejudice. NCOs are granted the
power to punish cadets for breaking any General Brigade Regulation or Divisional Rules or
Regulations. They can also punish the cadets for breaking any school rules when they are
in Brigade or Divisional uniform.
The ExCo, or Executive Committee, is defined as the
group of NCOs that run the division. Heading the NCOs is the Director-General, his
assistant being the Deputy Director-General. The 5 departments are Administration,
Training, Operations, Logistics and the Treasury. Platoon Commanders of the 3 cadet
platoons will be under the direct command of the Director-General.
Cadets are members of the Division from the time they join the Division
and cease to be cadets when they are promoted to NCOs. The primary role of the cadets is
to better themselves and bring glory to both the Division and themselves through the
activities organised by the School, Division and the Brigade.
The Director-General is the highest post anyone can hold while being a
member of the Division. He is next in the hierarchy after the Teachers-in-Charge and the
Divisional Officers. By virtue of his position, he is given the highest rank in the
Division and his powers are far reaching.
The job of the Director-General includes overseeing of the Division in its progress to
achieve its goals and objectives and overseeing the running of the Division and ensuring
smooth running of the Division. He is also to ensure the welfare of the cadets and NCOs.
He is partly or entirely responsible for all happenings in the Division. He handles
accusations and complaints and gives advice to NCOs and cadets. He chairs all NCO meetings
requiring the required quorum unless otherwise stated.
The Deputy Director-General is the second highest post anyone can hold
while being a member of the Division. He is next in the hierarchy after the
Director-General. By virtue of his position, he is given the highest rank in the Division
and his powers are far reaching. He entertains any correspondence from other divisions and
National Headquarters except for correspondence for the Treasury, Operations and Logistics
Departments. He represents the Division in the EP3 Council.
The Administration Department handles all administrative work of the
Division, and is in charge of all St. John notice boards. The Secretary types and
dispatches all incoming and outgoing correspondence. He takes charge of all General
Division Forms and takes minutes at meetings. He also maintains a set of cadets'
information record and retrieve it upon request. His assistants execute any order passed
down from the Secretary.
The Training Department is in charge of drawing up a training workplan
for footdrill, first aid, competition training and physical training and directly
overseeing the training process which is under the Platoon Commanders. The Head of
Training coordinates the training by the Platoon Commanders. He supervises and is
responsible for any training projects. His assistants give advice to the Head of Training
on departmental matters.
The Operations Department handles all requests for public duties and
delegates manpower to perform various public duties. It is also responsible for checking
all First Aid boxes owned by the Division and those owned by the school. The Head of
Operations plans yearly departmental work plan. He receives, considers and accepts/rejects
any public duty. His Deputies check Divisional First Aid boxes before any public duty and
perform routine checks on First Aid boxes within the school premises.
The Logistics Department is responsible for all equipment and furniture
in the St. John Room. It oversees the usage of first aid equipment, purchase them when the
store supply depletes and maintain the St. John Room. The Logistics Head ensures adequate
supplies for Training and Operations purposes. He prepares a termly budget and buying
list. His Deputies make sure that NCOs follow the duty roster.
The Treasury Department receives all money paid to the Division, serves
as a custodian to the revenues of the division, pays for divisional expenses and keeps
account of division revenues and expenditures. The Treasurer keeps various revenue and
expenditure records. He approves the usage of money by the Division. He prepares a yearly
budget and a monthly statement of account and financial status report which are to be
submitted to the Director-General. His assistant collects subscription fees and gives
advice on various projects.
